Given the aftereffects of COVID and the adoption of significant tax increases in recent years, lawmakers in 2022 should decline to raise existing taxes, create new ones or reduce important tax incentive programs. Meanwhile, one-time federal funds should be used for one-time programs.
Infrastructure investments are critical to ensure the movement of people and freight required for economic growth. The state in 2022 should focus on funding and implementing high-priority projects included in the Legislature’s 2017 transportation package.

Lawmakers and regulatory agencies should avoid imposing new requirements that compel employers to incur large costs without producing commensurate environmental benefits. Such requirements place employers at a competitive disadvantage and erode job-creation.
